How events work

Every meaningful action of a citizen produces one immutable event with its provenance.
Events carry an importance score from 0 to 100, for the world and for each participant.
Corrections are recorded as new events. Nothing is edited or deleted.
When nothing happens, nothing is shown. Activity is never invented.
